What is wrong with his neck?

I have never seen a rut mule deer with a neck that over exaggerated?

Not sure what you are talking about, as stated in the post title, he was a stomper, 25" form, perhaps what you are seeing is the pose is turned as close to 180 degrees as though he is looking back over his shoulder, its what the customer wanted....

The form used in the mount is most likely a whitetail form with the head changed out. I've used that same form to mount a couple of mule deer but never have mounted one with a neck that big.

In my opinion, I don't like the mounts with the necks overly swollen. It makes the deer look like they are on steroids.

A "stomper" = a biggun, pig, toad, stud, here is the definition from freedictionary.com
stomper (ˈstɒmpə)
n
1. (Pop Music) a rock or jazz song with a particularly strong and danceable beat
2. a person or animal that stomps

Touchdown,
I was informed it is a muley form with a muley head.

THanks, I thought it was an exceptional specimen as well, aged at 10 yrs he is a lesson on what a mule deer can become if given the time...

Killed a mule deer on the Strip here in AZ that measures just over 30” directly behind the ears. That’s measured on a completely flat relaxed cape. Huge body on him and it didn’t look strange at all. If I can figure it out I’ll post a couple of pics.
