I was working up in KS last fall and was in a court house when some LA guys (oil field related) came in looking to buy a hunting licence.

They didn't realize that in KS you have to draw a tag in the spring to hunt in the fall and they basically said they didn't care. I told them flat out, that "this isn't Texas, you can't just get a licence over the counter and go hunting" but they acted like they were going to do it anyway.

I hope they get a couple of years each.

I didn't learn this by reading about it or seeing it on TV. I learned it by doing it.

You have hunters questing for quality whitetail hunting and willing to throw a lot of cash at doing so. You have outfitters questing big profits. So licensing rules get bent. 30 hunters paying $3500 each is big bucks.

I know of an on-going situation in south east Kansas this past fall that will probably have a similar outcome. Non-resident hunters paid an outfitter for a quality whitetail hunt. Problem is the licenses the outfitter got them were 'crop depradation permits', not meant for trophy hunting. Guys were cited, Lacey Act involved, and federal court charges are pending.

I think a lot of outfitters got caught off guard when the state stopped allowing landowners to sell their permits. The outfitters had already sold the hunts. Pretty stupid on their parts.

Yeah, I talked to a judge when I was up there and he said that 10yrs ago you could just go up to a farm house with a bottle of Whiskey and get permission to hunt. Thats all changed now.

right he is. It took me 4 years of working for the guy I hunt on before I got permission. He caught the guy before me "moving" his cattle with a shotgun.
