I am not aware of any age restrictions for kids with firearms. In fact, when we moved from IL to VA, the final trip out, each person in my family, including kids 3, 5, & 8 yrs old, checked 2 guns each!!

Based on this, if they have a ticket, it appears they can declare and check firearms.
