What exactly is a "quality elk hunt", as defined by the NMGF? Is this similar to Colorado's limited entry units? Thanks.

It's an area with a history of producing a large number of Trophy Bull Elk and it costs non-residents more money to hunt.

Don't know the politically correct definition but it has to do with the units/type hunt receiving the highest number of out of state applicants from the year before. At least it is something along these lines.
