maybe it happened at night flying across a frozen lake ,unexpectedly hitting open water,a raft of ducks on the only open water for miles around.....at least ,thats the only way something like this would be excusable.Otherwise,a fine of a few hundred for each duck wouldnt be out of line,if you ask me. 57 ducks!!
