By 'caller' do you mean electronic caller?

If so I'm not aware of any state where they are legal to use here in the US.

Personally I think a mouth diaphram (reed) is the most realistic sounding of any, probably the most dificult to learn to use, but once you pick it up its much easier to make realistic sounds with. I've tried about every one ( out there, and have found them all to be pretty good. Make sure you get a tape and listen to the cadence of real elk calls, and also learn to use a cow call, either with the mouth diaphram, or some other type. IMO the "Hyper Hot" cow call is one of the best ones out there.

One thing about the mouth diaphram is it's hands free.

I would say to start is the Primos Terminator call for bulls and the lead cow call (looks like a small bell-shaped object) for cow & calves.

But at the same time buy some diaphram reed calls to practice with. Once you get the hang of them, its "Hands Free" with just the reed in your mouth. As Ivan said, diaphram calls sound the most realistic. Bull bugles, cow calls.

Practice, practice, practice.

If you live near an elk farm, its fun to practice calling off the roads, just dont get caught as the farmer may get upset.

I prefer Primos calls myself.

Larry Jones diaphragm calls are great. They really are not that hard to use (unless you're a person whose gag reflex prohibits their use) and they are hands free, unless you use a grunt tube-- which you will want for bugling.

Primos "Hoochie Mama" cow call is the easiest call out there. Just squeeve it and you get a very good cow call.

Thanks guys, this is for use in New Zealand where our elk herd is now crossed with red deer but bulls with more elk than red deer genes bugle and some roar like red stags, I have secured a balot block for this year and was thinking a bugle tube might be usefull.
