Who should we blame? Those who wrote the laws? Those who interpret the laws? Those who bring the problem with the written law to those who interpret the laws? My thoughts are: If this issue has been found to be a legal problem, it has been a problem since the inception. It took a plantiff to let the courts know that this problem exists. It has alwys been illegal, but before now, nobody has been able to articulate it to the courts.

USO simply acquired some of the best politicians and judges money can buy. They also had the game departments on their side. The game departments could give less then a shit about the resident, nonresidents are their money makers. In a state like arizona, you have very few real residents, the majority of the population is from somewhere else and this is how this shit happens. Prior to this, the courts have had the guts to stand with the resident. However this has become an issue of money and greed,in which case the states and feds are profesional crooks. Interpretation of law in todays world,is based on who is providing the most cash. USO outfits hunts for fuckin' slobs that are rolling in cash and provide a zoo hunt for these assholes since they can't handle a real hunt. As a result of these type of millionaires and their connections of which only the rich have. USO has made some progress in the direction they want things to go. If you were to look into the background of things, you'll find USO is a figure head for other rich entities, who are moving toward the same goal of increased nonresident tags. This whole thing is nothing more then what your grandfather predicted hunting would become. A trustfund assholes sport.
