How do these outfits work, and if you pay the up-front fee are they giving you the rest of the license cost?

Is the up front fee kind of like buying car insurance, as in it is insurance that you won't draw?

Or do you still pay for the full cost of the tag after you draw?

Couldn't tell ya. Never used one. But most game depts have the entire application online and they aren't too hard to do yourself.
