How would you do it? I have read with interest the USO threads around hunting options in each state, and there seems to be a chasm larger than the Grand Canyon between folks opinions. So here is your opportunity to do it your way.

- Do you allow residents the best and possibly only opportunity/chance to draw the tags? See the SD model where residents get multiple chances to draw an East River deer tag before NR ever get a chance.

- Do you set aside "guaranteed" portions of the tags for both NR and resident hunters - say 5% NR and 95% residents?

- Do you have multiple pools for the same animals? For example, the WY moose and bighorn sheep permits have 25% of the license pool reserved for Random Draw and 75% reserved for a Preference Point Draw.

- Do you put everyone in the same pool, generate random numbers and let everyone have the same odds?

- Do you simply allow everyone to buy the tags via an over the counter purchase, as SC does with deer tags?

- Do you allow landowners tags to use/sell as they wish, as CO does for antelope?

I personally don't think I like any ONE of the options listed above for EVERY state. I do know though that if I as a resident of VA never want a NR to hunt here, I shouldn't be upset of another state doing the same thing - meaning I may be limiting myself to experience great opportunities.

You're in charge of your states license program - what's the answer?

It's fine by me if a state wants to provide residents greater opportunities on private or state land. On Federal land, states should provide the same opportunities for residents and NRs alike. That means same chance at draw and same regulations, ie no requirement that NRs hire a guide when residents don't have to.

Forrest - If I read your post correctly, you'd be ok and allow folks who wanted to hunt private land better opportunity to draw tags, and also if someone wanted to pay more for the opportunity to the state, this would satisfy your requirements.

Blue - I think #1 makes sense - though as you state you would likely have disgruntled folks in the home state.

I would just change the rules to designate one of each tag to me every year. The rest can stay the same. Sure would be nice to hunt CA desert bighorn every year or Tule elk.

Guys, the biggest threat to hunting is propositions...we need to take them off the table. Hell, if women's suffrage was a ballot box proposition, they still might not be able to vote.

I'd make out of state fees reasonable, instead of using it as some sort of cash cow.

Or multiple states get together, like the Western States and recipicate each others hunting fees, settle on something reasonable.

If the person is a Democrat and wants to hunt, charge the fees thru the roof!
