I believe the best clues would be on the top of the receiver ring (year and manufacturer's code), if they are still there.

With the stepped barrel it could be a Israel rework in 7.62 nato (308). If it is it should have 7.62 in large number across the top.

Need to see the topo of the receiver ring to determine the maker. I can tell you that that U below the serial number means that it was a late run for what ever year it was manufactured.
