2800 fps is about right for max velocity and max caselife. 2850 fps is really pushing it and those loads don't need to be shot in hot weather.
However, guns differ, chrony's differ, powder lots differ and conditions can change velocity.

If you use H 4831 SC, you can acchieve those figures without sacrificing case life...and the loads haven't proven to be temp sensitive in my 06s....

My M-70 22" featherweight makes a few feet over 2,800'/sec......and as far as I'm concerned that's a safe load and as far as a 30-06 should be pushed.
That is no chicken-shit load either!

MY pet load for years has been 57 Gr IMR 4350 w/180 Gr Nosler in WW cases. Had to switch to CCI 250 primers after the old WLR became extinct. Groups are always under 1 inch and it averages 2,725 fps (22" barrel) over the chrony. That load has accounted for a lot of game over the years on both sides of the Atlantic. I used to use the old (pre-interlock) Hornadys with the same mix for Pronghorns and Muleys. Rich Elliott

63 grs. of MRP, WXR, or Re22 gives you ~2820 fps with 180 gr NPT & a 22" barrel, ~2870 fps with a 24" barrel, and PSI remains under 65,000. This is my load for the 180 gr in a standard 30-06.
It's fairly clear from these replies that the 30-06 is close to a 2,800'/sec cartridge with the 180 grain bullets when properly handloaded.
It's rare to see such uniform replies!

I should add that Re25 should get even better performance. I get up to ~3100 fps with 180 NBT using 70 grs of Re25 and a 26" barrel in an '06 AI. One can get up 67.5 grs of Re25 in a standard '06 case (RWS), which should give exception performance. Although I haven't had a chance to experiment, I'd predict at least ~2950 fps from a 24" barrel. I converted all my standard '06s to '06 Ackley Improved.
