OK, for some reason I cannot post in Gunsmithing, so I am sending this topic here.

Got a M98 receiver. Got a 25-223 reamer, 25 cal barrel, HS guages, dies, all the stuff needed. Just one question: How to adapt the M98 bolt to the smaller rim size?

First time doing this with a bolt gun ...

The conversion to a 223 bolt face to a M98 is not hard. The magazine is another matter.

FN milled the lips off the 30-06 bolt face, then recut the new smaller recess, .050 deep. This required a extractor with the hook moved back to fit the new recess and smaller dia case.

The rear of the barrel is extended to the rear thru the inner ring of the reciever leaving .005 gap between the rear of the barrel and the bolt head.

You then have to mill a shallow slot for the extractor hook . This is a type of saftey breech that Mauser came up with.

I machine new FN extractors in 222 and 22 Hornet.

The easiest way is to use the action as a single shot. However if you want to tackle the magazine conversion I can help you out with that also.
