I had the problem with Savage model 11 in 7mm-08. slightly loose screws on the front aluminum mount base.

Leoupold says the standard ring will fit this rifle.

The Freedom is a short scope so to make this work I have to flip the back windage mount forward 180 degrees over the breach instead of to the back to be able to mount the scope.

Has anyone had to do this or have problems or interference with this windage piece over the breach in loading or rapid fire?

That is a common occurrence and so is reversing the bases to accommodate shorter scopes. They also make extended bases for the same reason.

the freedom scopes have like 5"s of eye relief soo you could get away with mounting it some forward.

You are changing the bases to steel, right?

Use extended bases...all else is twaddle... tu2

Sorry but not sure what extended lose screws on the mount base means?? screws screw in to the action tapped screw holes, if tight the bases should be tight, or am I missing something.

165 gr. bullet at 2600 is pretty darn good load for deer or elk for that matter..and you should be able to get that or almost that with a 180 gr.in a bolt action..

By "slightly loose screws" do you mean that the screws are tightened but still allow the base to be a bit loose?

The screws probably are not all the same length; the longer ones should be at the rear of the receiver, the shorter go at the front. If you have the longer at the front they often bind into the barrel threads before tightening down far enough to secure the front base. You might also need to dress the front ones down a bit to prevent this.
