I have a couple of 4 inch 629's, they are my favorite handguns. One is a Mountain Gun, a lightweight .44 Mag that is going to be very similar to your Tracker.
I do NOT enjoy shooting full power .44 Mag loads in the Mountain Gun, and only carry them when I'm Hog Hunting with it. The rest of the time I shoot a hard cast (preferrably Keith style) 240 grain bullet loaded to about 1000 fps. This load isn't max, but it's plenty stout.
I'm still working on a 8# keg of H108 that I bought a few years back. It's a commercial powder that's just a bit faster burning thah H110/WW296. But I think any of these powders are going to be pretty nasty in the ported barrel of your Tracker. I'd want to load with something faster burning like HS6, Unique, or Herco.

From 16.7 grains to 22.5 grains
CCI-350 Primer (although I would use the Fed Magnum Pistol Primers) that I have on hand.
Can anyone give better information that has used 16.7 grains. The Hodgdon manual does not list anything but 21.5 gr to use.
