Section 3 - Special Processing
Cartridge Cases (Fired Brass) - Expended
Definition/Description
Ammunition components consisting of cartridge and shell casings are subject to the
International Traffic In Arms Regulations set forth in subchapter M of 22 Code of Federal
Regulations (22 CFR 120.1. et.seq). Once expended, they are processed as fired brass scrap,
with precautions to avoid improper release of unexpended cases.
Policy References/Authority
DOD 4160.21-M and DOD 4160.21-M-1.
Unique Processing Information/How to Manage
Receiving: The ETID/DTID must include the appropriate DEMIL code or clear-text statement for each
receipt. The turn-in must contain certification that the residue is inert. Two signatures, a certifier and a
verifier are required. Opening sealed/banded containers invalidates the inert certification. DRMOs will
inspect what is readily visible (open boxes and drums) to verify the absence of contaminants, such as
live rounds. No other level of inspection is required.
Not authorized for receipt from DLA Depot Recycling Control Points (RCPs).
NOTE:
Warehousing/Storage: Storage will be accomplished in a properly assigned DEMIL Code “A” or “B”
scrap pile.
Reutilization/Transfers/Donations: GSA regional offices are authorized to approve transfer to SASPs,
for donation to state and local governments, surplus expended cartridge cases (under .50 caliber) for
reloading of the cartridges.
DEMIL: All expended small arms cartridge cases (50 caliber and under) are assigned DEMIL Code “E.”
Expended shotgun shell cases are assigned DEMIL Code “A.” Expended artillery cases are assigned
DEMIL Code “B.”
Sales: Sales in CONUS are authorized for casings 50 caliber and under (to satisfy local/reloading
market/demand only). The appropriate sales method will be determined based on location, commodity
condition, etc. as well as any current, unique sales/scrap processing initiatives that may be in place. End
Use Certificates are required for these sales.
Abandonment/Destruction: Used if specifically directed on a case-by-case basis.
Property Accounting: DEMIL performed code “9” is authorized for casings assigned DEMIL Code “E”
but no DEMIL is required. No additional unique property accounting required.
The provisions of this publication apply to all non-A-76 sites and Government Personnel at A-76 sites. This
publication may be mandatory or advisory to the Service Provider, as stipulated in the Performance Work
Statement.

looked up this thing on the DRMS website and the date is 2009-02-10:drms-1 4160.i4 Page79couldn't find out what a,b c demile codes were.guess if this is a true thing i don't need to but that crimp remover from dillon now. Good Luck

It is fact. If you go to Georgia Arms, their website says they suspended sales starting immediately until further notice. Owner might have to lay off half of his 60 person workforce.
I don't think he's been doing that since 1996!!!

Due to new government regulations concerning the purchasing of surplus brass, we are removing sales of all 223 and all 308 until further notice. Below is a copy of the email we received from Government Liquidations.



"Effective immediately DOD Surplus, LLC, will be implementing new requirements for mutilation of fired shell casings. The new DRMS requirement calls for DOD Surplus personnel to witness the mutilation of the property and sign the Certificate of Destruction. Mutilation of the property can be done at the DRMO, if permitted by the Government, or it may be mutilated at a site chosen by the buyer. Mutilation means that the property will be destroyed to the extent prevents its reuse or reconstruction. DOD Surplus personnel will determine when property has been sufficiently mutilated to meet the requirements of the Government. "



This is a huge waste of taxpayer's money. The value of these products is reduced by 80% by going from a recycled product to a scrap product.

The fact is simply this ; States used to have rights too surplus Ammunition Brass or any other

Military surplus which the Military made available for sale or donation .

This changed in Feb. 09 as an executive order was signed by the head puppet which now mandates

that regulation as per order too the DoD for Destruction rather than surplus of Code E .

In Simply put terms SCRAP non usable . Instead of being recycled at X dollar per pound they are now

SCRAP worth X Penny per pound !.

Note as the first link is out dated Dec. 05 , which now has be superseded by head puppet's

signed legislation of Feb.09 !.YOU Should have listened too him while he was campaigning !.

NO .223 or .308 available from Georgia Arms after they posted this - that's kind of scary. Is it a cruel marketing tactic, or reality? Hmmm....I don't think the 2nd amendment mentioned anything about ammunition...

There is something to it !. Several other sites who normally have 1 X fired brass have none , leastwise

that I've been able to find so far .

I dug into the matter as far as I'm willing to at this point , because to receive further information

requires registering with the Feds !!. Then who's to say if you really will get any more info or not !.

Am I missing something here? Looks like there is (at least currently) a provision allowing sale of non de-milled brass???

I have a few friends in the business of selling surplus brass. Some calls have been made to the DOD on this situation and the answer was you can buy the brass, but it has to be "mutilated" on site by the purchaser before it can go out. That is on 50 cal, 308, 5.56, 45 acp, and 9mm. So this is a fact. Time to start writing your Congressman.

This leads us back to purchase of new brass.. when the scare is finally over and availability is once again back to normal...

I have been playing with load techniques at the bench, learning about annealing brass etc...

In experimenting with several batches of brass over time here, I have finally narrowed it down to a batch of Rem Brass, based primarily on cost of components and their availability....

However I have so far stretched out a batch of brasses life span to 50 reloads so far... there have been 2 casualties along the way.. one neck split at 41 reloads, showing I shouldn't have stretched annealing out so far between reloads...

and the second was at the 48th reload, where I did a screw up at the reload bench...

but both casualties were a contribution to the learning curve of the do's and dont's of this..

so even at the cost of a new bag of brass.. by being able to say get 50 reloads out of 50 pieces of brass.. that gives me 2500 shots alone...

out of a bag of 100 pieces of brass that gives me 5000 shots...

Lapua makes a claim on their web site that some of their brass has been reloaded over 300 times!!!... once again with proper reloading techniques I am sure...

while this is another snafu by Prince Obama, against the American public...there is still ways of survival...

like any other Natural Disaster this country has survived and gotten thru, it is my opinion we will survive Prince Obama's Reign also...

After doing a search I found a lot of confusion. However it seemed to be a major screw up.

General info says the demil requirement has been lifted.



Directive was rescinded at 4:30 this afternoon, thanks to everyone
am sorry you hadn’t been informed –
Word came down that all shells 50 caliber or smaller CAN still be purchased without the mutilation requirement as long as kept in the US.

(As it was in limbo, I did not sent your EUC to Battle Creek until today, also why I have not contacted you for payment until today.)

I hooked up with several shooters from seven states and we all sent " Numerous E Mails " as well

as telephone calls even wrote letters too congress advising this was a POOR Idea !.

Reminding them just exactly where that money really comes from for Military appropriations !!!.

Nobody can sell any ammunition after June 30, 2009 if...



Remember how Obama said that he wasn ' t going to take your guns? Well,
it seems that his allies in the anti-gun world have no problem with taking
your ammo!

The bill 20 that is being pushed in 18 states (including Illinois and
Indiana ) requires all ammunition to be encoded by the manufacture a data
base of all ammunition sales. So they will know how much you buy and what
calibers.

Nobody can sell any ammunition after June 30, 2009 unless the ammunition
is coded.

Any privately held uncoded ammunition must be destroyed by July 1, 2011.
(Including hand loaded ammo.)

They will also charge a .05 cent tax on every round so every box of ammo
you buy will go up at least $2.50 or more!

If they can deprive you of ammo they do not need to take your gun!

This legislation is currently pending in 18 states: Alabama , Arizona ,
California , Connecticut , Hawaii , Illinois , Indiana , Kentucky ,
Maryland , Mississippi , Missouri , New Jersey , New York , Pennsylvania
, Rhode Island , South Carolina , Tennessee , and Washington .



Send to your friends in these states AND fight to dissolve this BILL!!
