If this is for a bullet board what I did was use a small drill and drill a hole in the side of a 22, then shake out the powder. Now glue it to the board with the hole against the backing board. If you are concerned about neutralizing the primer give it a squirt of acetone and let it sit for a day or 2, then shake most of that out and follow it up with white vinegar for another couple days. shake out and glue it to the board.

Chalk this one up to another weird request from your's truly... I'm putting together a bullet board of the Cartridges that are used for Bullet resistance ratings. No problem right. I need a .22 lr for the NIJ I certification level. Any and all help is appreciated. Will the "primer" of a fired round fire again if struck in a different spot? Thanks for putting up with this maddnes

you might check with Brownell's. I think they have inert rounds for use by gunsmiths for function testing of firearms.
