I believe you need a manufactures license from the ATF. The AFT web page would be the place to start.

John LaSala, d/b/a Safari Arms, Ltd ( www.safariarms.com ) sells custom handloads out on Long Island. Don't know if he'd be willing to help out a potential competitor, but you might give him a shout.

I went through there twice on Friday.

On the way to Burlington, VT & on the way home.

We went over to B'ton to shop for a used VW Jetta for my daughter.

She ended up getting 1 helluva deal on a 2010 W/12K miles on it.

If the customer provides at least one of the components you may be considered a custom reloader, and no federal license is required. If you provide all the components, you are a manufacturer, and need at least a class 6 FFL. However, these activitites maybe included under other FFL's as well.
