What does the expander plug measure? Should be the same as bullet diameter or 1 thou less. With normal springback, that should make about 2 thou of bullet tension.

If that's right, did you chamfer the mouth edge to ease bullet base entry?

You don`t expand bottle neck cases the way one does straight walled brass. The expander ball simply brings the case mouth to a uniform diameter and is a little smaller then bullet diameter on purpose to ensure proper neck tension.
You may not be able to hand start a bullet in you brass but with a little guidence into the die the bullet will seat.

Not supposed to. You are supposed to force the bullet into the neck with the seating die.

Have you chamfered the brass? And what type of bullets are you trying to seat.

Most important is the dimension of the expander ball. The other guys got that right off.

You say you played with the seater plug and couldn't make it happen. Did you actually try to seat a bullet? If the expander ball is the correct size and the brass has been chamfered, it will happen. You'll feel some resistance, but the bullet will seat. Now, if your cases collapse and/or crush down you will need to look further.

I seated a few, I just didn't know if you could
start them off at an angle. They straightened out
though. Cheers!
