try 28 grains of IMR 4198 with the 130 sp. My daughter uses that one as a practice load, then switches to 41.5 grains of H-4895 w/150 sp for hunting. No problems, no flinches. Works well in a 20" remington 660.

I have good results in my 22" 1:12 .308 with 16gr of Blue Dot under a NOS 125gr BT with fed 210 primers, 2400 may also work well.
