With a 21-inch barrel shooting a 225-grain bullet, what should my "target" velocity be? I'd like to get as close to 2500 fps as possible.

Also, do 225-grain Partitions eat up less powder room than 225-grain Accubonds, making it easier to achieve the target velocity with the Partitions?

I have not gotten my Model 600 rebarreled to .358 yet, so this is just an accademic exercise.

I'd venture 2,400 would be a better guess.

I get a touch over 2500 FPS with a max load of W-748 and the 225 gr Partition in my 21-inch barrel. The Accubond is longer and with the throat in my rifle, has to be seated too deeply. The flat-based Partition works much better in my experience.
