According to a couple of old references on the net it is a concentricity 'fixer' tool for correcting run out on reloaded cartridges and helps to determine when case necks need annealing.

All I see is scrap iron; might make a good paperweight; otherwise, junk.
as for pictures, one good way if you can't host pictures on your MAC, is to get a picture hosting service; I use Imgur; it is free and doe snot care about the size of them.
It's very easy to use.
