Each is a crap shoot depending on the cartridge it is used in.
To be honest I haven`t any experiance with IMR7828 but I have found the others to show changes with temp higher then ~80 F and R22 & H4831 pretty stable down to 5/10F or so, I try to find other things to do when the temp is lower then that. This is with loads worked up around 60-75 F. The Hodgdon powders seem to be on a whole fairly good from what I`ve experianced. Winchester 760 and W748 have not proved to be the best or at least that`s my feelings.
Ramshot has had some good reviews as to their temperature stability too, but I`ve no experiance with them either.

The H EXT powders claim little variation with temps. The H 4350EXT works really good for me.
