Do you find most rifles to be able to shoot max loads with out signs of over pressure?

I find that it depends on the powder and bullet I choose to use in a given rifle. For example, I worked up to the book max load of Reloder 25 with 200 grain bullets in my .300 Win Mag, and got signs of too much pressure when I reached that max charge level. In the same rifle, I worked up to book max charges of H1000 with 168 and 180 grain Barnes Triple Shock bullets, and did not get any signs of too much pressure.

TM, brass is brass whatever gun you use it in, and it's going to show pressure signs, when it begins to "flow" noticeably under high pressures. Rem700 bolt faces have recesses for the brass to flow into, hence creating extractor marks upon ejection. Mauser and Mauser-like actions (WinM70) don't have as many recesses for brass to flow into, hence they tend not to show extracter marks on cases as clearly the Rem700 bolts. In either case, the primer pockets will open up fairly quickly once you beging shooting at ~65,000 and above. I like to use a hand primer tool to "feel" the primer into the pocket. One can also measure case-head expansion, if you feel comfortable doing that.
