I'm loading 140gr Nosler Partition Bullets for a 7MM-08 Remington Model 7 and would like to match the ballistics of the Vital Shok which uses the same bullet. Does anyone know what powder, grains of powder and COL Federal uses. I'll be using the load for Maine and New Hampshire Whitetail.

it's incredibly unlikely that even Federal Employees know what powder they're using. It's not for public information and even if some got on the internet and said what powder it was.....you would do well to ignore the information as likely wrong.

Shoot for the same velocity if you wish but be very careful that someone will actually know and then correctly report what powder a major ammo manufacturer uses.

Just use H4350 for your 140 Partitions, work up slowly and SQUEEZE the trigger Big Grin

You can measure the COL of a factory round but with the freebore in the Model 7 I would'nt worry about it. Load it out to 2.80 COL and work back from there to see if there is a sweet spot. I've not seen much difference in my Model 700 with 140 TSX between 2.80 and 2.775 COL.
