If its 223 I have read lots of bad reports mostly on the AR 15 forum.

I would rate the readily available brass as follows:
1 - Norma
2 - Weatherby (it's made by Norma)
3 - Winchester
4 - Remington
5 - Federal
Federal brass is very soft. You will generate false indications of too much pressure much earlier with it than you will with Winchester brass.

I must admit I have never used Norma brass, although everyone rates it best.
Question; Can you get a more accurate load with it, or is it simply a matter that you get more loads?

Lapua brass is some of the best brass available, most benchrest shooters use it. The uniformity is better than most US domestic brass. The primer flash holes are drilled rather than punched, so no flash holes to deburr. There web site says its designed to be reloaded at least 10 times.
I only use Lapua in my 308.

You forgot about RWS wich makes damm good brass.
The difference between Norma, RWS and Lapua is very small.
Norma makes cases for Lapua and RWS, Weatherby, Dakota, Wby cases for Federal and some of the metric calibers for Winchester, Kynoch. Plus a few more
It sometimes hard to know who made the case even if the bottom stamp says Win, Lapua, federal, dakota or RWS. or "remingchester"
