Does any one have any tips for forming 35 wheelen brass out of commercial 30-06 brass. I ran a few through the dies and the overall lenth is about 10 to .020" short. Do most people use military brass for this?

I use Remington 30-06 brass for making 375 Whelen. I use Redding dies that have special neck expander just for that purpose, in the sizing die. It's one pass operation.
I lube the case inside the case neck and the outside as usual. I make a batch of cases, usually 50 at a time. Once the cases are made they get a nice long tumble to clean out the lube. Then I prime and put a starting load of powder in the case, cork the cases with a second rate cast bullet to fire form the case. By starting load I mean starting load for jacketed bullet.
Once all the cases are fire formed they get cleaned, sized, trimmed, necks uniformed, cleaned again, then the usual loading process.

Awesome, thanks I was a little unsure about form firing I was not sure if the case was too short if I would do any harm.

I don't worry about cases being a gnats eyelash short, as much as I worry about the cases being too long.
