Yes, there are such recipes out there, providing you're talking about the substance you fire a bullet into to check penetration and performance?
Sorry I don't have link for you, but have found the formula and procedure for making it on the web, but never persued it any further. Try a search using your browser or a search here. Or just soak a good size stack of newspapers to a real soggy consistancy, lightly held together with string and fire away!

You will find it is less expensive and work to build a framework to hold "zip-lock" freezer bags. The one gallon size filled with salt water will give a good comparison for bullet penetration and expansion in soft tissue.
