I have been told that there is a software programme that will calculate the length of barrel required so that all the powder is burnt for a particular cartridge. Also the the length required for you to achieve the velocity you want to obtain for that cartridge. anyone point us in the right direction.

There are several programs which can help you estimate performance. QuickLoad is the best.
