I found a Federal .45 acp case at the range while I was picking mine up and it has a crimp about 1/3 of the way down the case from the mouth. What is the purpose of this? Is it to keep the bullet from seating too deep? Can it be reloaded?

Yes, Some have a cannelure. Safe to load/shoot.
