25gns of 2400 should put you in the 1600ish range. My Speer manual list 33gns with a 260 as a max load so you should be fine pressure wise.

The Hornady 250gr bullet is intended for the 45 Colt cartridge, not the 454 Casull. If you keep the velocity down to 45 Colt levels you shouldn't have any problems.

The XTP-Mag bullets in 240gr & 300gr are intended for the velocities that the Casull generates.
