I have friend that would like to start loading..I know fairly well what he would need but thought that you folks would have a good idea on starter reloading kit at good price..There is so many out there and thought you folks would know best one to get for price etc....

He will not be shooting a lot or reloading a lot of shells just reload for himself and others at camp...

I agree that Lee makes good tooling at good prices.
They make several kits. I have the Challenger kit. It's a great press. The turret press is another option.
These come in two ways. One way is with the older type primer and powder handling tools. The other has the most recent tooling.
If he is a new loader then he should only load for himself.
I don't load for others, and don't recommend others to do so either.

That's good advice. I started reloading in 1962 and I've never let anyone other than myself shoot my reloads. I've never had an oops in all those years but it only takes one mistake, a distraction or a miss calculation that can blow up a gun and injure or kill someone.

Second the motion. I once lent a handful of 7 mm Remington reloads to a friend who'd run out on an antelope hunt. Two days later we were wondering why he couldn't chamber a round, turned out that when he'd unloaded, the bullet stuck in the throat and the case pulled off. My rifle had a deeper throat and didn't have that kind of problem. We got the bullet out without any further problems, but I don't loan ammunition now. One scare is enough.

I started out with a RCBS Master Reloading kit and I would recommend that or a Hornady outfit. I have added a few items along the way including a Hornady LNL progressive press but the Rockchucker single stage press still serves me very well. I don't do Lee anymore because of product issues cause mostly from inferior materials, though their designs are sometimes innovative.

May I also suggest looking at the Sticky for new reloaders. (on several gun forums) for suggestions. Also get the latest Lyman book, and whatever kit he gets will normally also have a book, e.g Lee, Hornady, RCBS (Speer book), .etc

And read them. Very closely.

Not for the particular cartridge(s) you'll be reloading, but for the information about reloading in general. Learn about powders, primers, cases, die set-up, COL, case length and trimming, pressure signs, etc.

I would suggest a RCBS kit, but better yet I would put together a kit, get some reloading friend to get you set up..Look for good used stuff..
