Powder stuck in powder measure.

I started reloading this last spring, so I'm fairly new to it. I have used 3 different powders so far, Win 760, H4831SC and IMR 3031. I was going to put some powder in the measure last night and noticed some 760 powder stuck to the sides toward the bottom of the tube. I know it can be bad to mix powders, and my question is how absolute is the rule. There wasn't a lot and it was not moved by other powder cycling through the measure. I know that the IMR 3031 doesn't meter worth a damn, so please don't remind me of that. I'm not sure if it was static, or maybe some oil residue that made it stick. Are RCBS items shipped with oil residue to keep them from rusting possibly?

Yes RCBS powder measures are usually shipped with an oil film to protect from rust during shipping. Always a good idea to remove all traces of oil before using. Just take handle and rotor out to clean off oil. Always make sure all traces of previous powder are removed before refilling.

If it's static, wipe the hopper with one of the fabric softener sheets that usually go in the clothes dryer. This will kill the static, even after a winter front passes and the barometer goes way up.

I went to the loading bench and it appears to be an oil residue. Wiped it out good, we'll see if that solves it. Thanks for the help
