.270 Winchester and 140 grain Accubond

Question:
I am getting ready to start load development for a deer/elk load for the .270 Winchester for my 14 year old nephew to use this fall.

I have IMR 4831, IMR 7828 and H1000 in decent quantity to draw from.

Where would you start?

Choices:
IMR 4831
IMR 7828

Have used IMR4831 with other 140grs bullets in my 270 with good accuracy. presently use H4831SC with 140gr. Accubonds. very accurate and very deadly on deer. killed two this past season.

I like the IMR 7828 in my 270 win .With A 140gr. hornady innerlock, and a federal 210 primer, and winchester brass.makes me happy.
