I have tried NECO coated bullets in my Sako TRG 308 win. 20 rounds and no copper fouling.
Then i bought a lyman moly kit witch uses very fine moly and no wax to cover the bullets ( they have a silver grey finish ) and now i get only slightly less fouling than i did with normal bullets.

The Moly used by "Neco" is "Labratory" Grade Moly, very, very fine and very pure.
It's the Neco "Moly" an Neco process that Norma uses on their "Diamond Line" bullets.

Some of the factory mollied bullets have a coating that's kinda thin, by my standards. I've learned thru trial and error to a) use enough moly powder and b) to tumble them long enough.

My bullets leave much less fouling than the factory ones, although in neither case is accuracy affected for the first zillion rounds.

My bullets are indeed quite attractive, but no one outside that toothless gentleman in Deliverance has described 'em as purdee Dang!

Back to the original post, yup there are different grades of moly powder and different procedures that yield different results. Kinda like reloading, I figure.

Lastly, waxing is something my wife does, not my purdee boo-lits.

redial,like you said,I'v got some Failsafes that the factory moly is so thin,they have a coppery sheen to them.I think I might just remove it and re-apply.And I'm sure your' boolits are VERY attractive also.
