high primers in 223

I started priming a batch of sized 223 cases tonight and I noticed all the primers were protruding about .005" above the case head. I was using a Lee hand held primer. The cases were WCC. The primers were WW. I tried WW cases and Federal primers and still had the problem. I tried pressing the primer twice and rotaing the case 1/4 turn in the shell holder. No luck. I even cleaned the pockets. No luck.
Then I used the swingarm primer on my RCBS press. That seated them flush but it halfway flattened the primer in doing so.
The cases have been reloaded 3 times. The primers are about 5 years old. I haven't loaded these cases in a few years. The primers may have protruded then and maybe I didn't notice.
Anyone have any suggestions?

Just wondering if you had the correct Lee case holder in the hand primer. With mine I can usually get them more like too deep.

But any press type I've tried (about 6) I can't get them flush. Wierd.
