Can individual citizens ship primers to each other? If so, how?

Hello.......... Dumb question or did I violate some unknown taboo? Illegal? Rules violation? Or just that nobody wants to talk to me?

Primers (and powder) must be shipped by a hazmat certified shipper. You can not just place them in a box, afix a label and ship them as an individual. Further, the local UPS store can not ship them for you (as they are not a hazmat certified shipper) and taking the box to the UPS depot won't work either.
