Bad brass??

I shot a box of winchester 30-06 150 gr silvertips bought at walmart through my pre 64 model 70 sighting in a new scope. When I was cleaning the brass getting ready to reload i found 11 of20 pieces had splits / cracks at the base of the neck,some had 2 cracks. I had shot another box of new ammo through the rifle previously and reloaded them and the brass was ok.
Anyone else experience a bad brass that cracks after once fired

Could be poorly annealed or overly hard brass. Might also be an oversize chamber neck.

Hey'
This past wedsday,a friend of mine,had the same problem,with a box of 7mm.The necks split on every round.

Had the same thing happen with a box of Federal 25-06. Only bad Federal brass I've ever come across, so far. - Dan
