Just got my 270 neck size die and set it up and then inserted it into the same chamber and noticed that although it chambered, it did not chamber as freely as a full length size. Chambered with minor resistance.

Is this normal for a fire formed neck sized case?

Yes, its normal for full power loads. Did you lube the inside of the case neck, if using standard dies? After about 3 firings you will need to FLRS or as some call it, bump the shoulder back.

I used silicon powder to lube the case neck and used a neck size only die. I may have to play around, in the future, with a sizing die and back it off to bump that shoulder back. My guess is that is the cause of the minor resistance...
