I might have been the one who quoted this method. All of the above is true, but they are playing with powder. You can also use this method to tune for best OAL. Just start with longest safe OAL (back min of .005" from rifling). Each load should be .003" shorter than previous. This will tune load for that powder charge (which is beneficial if you don't want to compromise on velocity). Watch for pressure signs as you fire each round as pressure may increase with diff OAL's.
