Is the Nosler Ballistic Tip the same bullet as the Win. Combined Tech ballistic silver tip?

With the exception of the coating, yes.

The cross sectional drawings that appeared with the first ballistic silver tips didn't show the same cross sectional configuration as ballistic tips.

Rather than having the plunger-type set-up with an airspace behind a shaft that extended behind the tip into the core, the BST seemed to be little more than an open tipped bullet with a plastic insert in the tip. Much like a bullet we used to have up here in Canada called a Sabre Tip.

From what I've seen and read in mags and catalogues, there the same exept for the coating.

Same bullet with vaseline added to help with the extra cost.
