Well puzzles like this always come up....to do so, you will have to think outside of the box...
But the following can give you some accurate loads within the velocity ranges you are looking for.. and do not need filler in there either, and a large rifle primer is fine, you don't need a magnum primer.. even if it is a weatherby case...
Blue Dot, in the 30 to 35 grain range, work up of course from 30...
RL 7... in the 40 to 45 grain range...
Sr 4759...37 to 42 grain range...
IMR 4227....37 to 42 grain range...( or H 4227)
IMR 4198.... 40 to 45 grain range...( or H 4198.. I prefer IMR;s)..
IMr 3031... 50 to 55 grains....
RL 10... 48 to 52 grain range...
5744...43 to 48 grain range...
Remember to work up from the lower suggestions here.. and verify with your chronograph.....
those should put a 168 grain bullet in the 2400 to 2600 fps range...
personally, I'd tackle it with Blue Dot, SR 4759, RL 7 or 5744) the less powder used, the less recoil...
none of those powders are position sensitive with those loads....
good luck...
cheers
