First, I want to purchase a torque wrench in "inch lbs" but can't find one. I searched Midway, MidSouth, Cabela's and even ebay but none came up in the search. Where can I get one? Secondly, does rate of twist effect velocity any? Example, if a particular load book says 3000fps using a 24" barrel with a 1:14 twist, would there be much/any difference if my barrel was a 22" with a 1:12 twist? Thanks for your help!

Velocity is affected by barrel length but not as much as was thought years ago.....there's some good formulas but roughly 25'/sec per inch is a good rule of thumb. Your 22" barrel will shoot roughly 50'/sec slower than a 24" barrel About twist rate.Since you put less rotational energy into spinning the bullet with a 1:14 twist than you do with a 1:12 twist it's reasonable to expect that one can achieve a bit more velocity with the 1:14 twist and I believe some factory barrels are made with this in mind. Weatherby .270 are 1:12 twist to help achieve velocity increases. In fact the velocity gains are theoretically true but in my experience not large at all. As a matter of fact I've not seen this happen. If it really happens it's miniscule and a very poor reason to choose twist rate /////////////////////////////////////////////////////////////////////////// "Socialism is a philosophy of failure, the creed of ignorance, and the gospel of envy, its inherent virtue is the equal sharing of misery." I'll venture that since the rotational energy is maybe 2% of the total energy imparted on the bullet during it's trip down the barrel, any change in twist rate is a fraction of that 2% and therefore less than the shot to shot variation. Believe nothing, no matter where you read it, or who said it, unless it agrees with your own reason and your own common sense.
