Can anyone recommend a min. load for 95 grain .380 ACP JHP, WIN 231 ?

Minumum load for a 95 grain FMJ ought to be the same as JHP. 2.9 grains of WW-231 for 804 fps.

I'd only load a couple at minumum to make sure they cycle your gun. This load hardly opens my old Colt 1908.
