Recently bought new/old stock bullets that have a little corrosion around the cannelures.
1) Does this affect accuracy?
2) Would it be okay to clean the bullets in a case tumbler?
Thanks.

I do not give this king of think a second thought, or a first. If it bothers you, tumble them, but no need unless the corrosion is the thick green stuff. What you have is just discoloration. I do see some of the thick buildup in the crimp groove; I would shoot them, but I might tumble them too. Or hit it with some steel wool if you want to do it by hand.
Sorry, I did not read your actual questions;
No, and, yes. If you are bench rest shooting, then, Yes, and Yes.

I recall that vinegar will remove corrosion from copper.

vinegar needs salt to make a weak acid.
citric acid would make the boolits shine but not remove the corrosion you need a physical contact cleaner to scrape it away.
walnut media will do the job.

I had some 7mm that looked worse. A trip through the tumbler with walnut and a bit of mineral spirits made them quite acceptable.
