Can we assume that loads develope in cases that were neck sized are also safe in cases that are full lenght sized? What about the other way around?

Good question. A friend of mine prefers neck sizing but will full length resize , when needed, and form the case with the same charge. Incidently, he claims to notice little difference in group size. I've always wondered if I'm being safe or wastefull. I'm curious as to the science of it for I am no scientist.

If your chamber is at a maximum and your sizing die is at a minimum you might see some minor pressure increses in full length sized cases where the data was worked up in cases that had previously only neck sized. If you are using compressed charges you may not get the full charge into the cases and if the case volume is normally over 98% filled then pressures may go high enough to be of long term concern.

The number one reloader's rule is when ever ANY component is changed or modified always drop the charge and redo the work-up.
