Caliber? IMR 4198 works for me in 6mm Remington.

What is a "reduced load"? 2000 fps? 2500 fps? None of the powders the OP has are really appropriate for reduced loads in the .243. DO NOT use H4831 in reduced loads as erratic pressures will result.

You might get by with IMR3031 but don't go too low; data is rare because it isn't a very good choice. I found a load in Speer's #5 Manual with their 90-grain bullet and IMR3031: their starting load was 32.0 grains 3031 for 2859 fps. This is OLD data but as a starting load it should work - it just isn't very reduced.

Your best move is to invest in your youngster's shooting and buy a pound of an appropriate powder. For very reduced loads get some IMR4198. Speer #12 lists loads for this powder and 85-grain bullets giving very reduced velocities.
85 grain bullet
19.0 grains IMR4198 = 2005 fps
17.0 grains IMR4198 = 1796 fps

Okay, for 6mm Rem or .243 Win use 18 grains IMR 4198 and a 105 grain SPEER (flatbase). They specify NOT to use a boat tail bullet with the reduced load.

The Hodgdon website has reduced load data using H4895 & Trail Boss. Or google "Hodgdon Youth Loads"

Do you really think 3 grains difference in bullet weight is gonna be a big deal in a reduced load?
