I have come across a lead bullet encased in a tapered piece of brass that looks like an ice cream cone. Anyone know what it is?

Sure sounds like one of the Burnside, or Burnside type, cartridges.

If it has a flash-hole in the small end, and has a bullet of about .52 caliber, I concur-a Burnside. A round for the Burnside carbine of the Civil war.
