Hornady LnL Powder through expander?

I recently purchased a LnL AP. I am trying to get started loading .40 S&W using the Hornady powder through expander. This would allow me to use the powder cop die on station 3 and the Lee FCD on the final station.

Hornady's instructions say to lower the powder measure into the press until the rotor is fully rotated but not contacting the end of the slot in the powder measure body. If the rotor insert does not contact the end of the slot, what puts enough pressure on the expander to expand the brass?

I have loaded one run of 50 rnds using the powder through expander. It only expands enough to get the bullet into the case if you "pop" it in. I know you want to expand the case as little as possible, but this seems to be too little. Is anyone making a better product for the LnL Powder measure?

I have the LnL system with powder thru in 9, 357, 44, 45 and what I do is gradually lower the unit until it flares the case for you.
Usually it means having the mouth of the powder drop touching or nearly so the shell plate.
Should take only a minute or two to accurately set up then you are good to go.
Works like a charm once you are set.

Maybe that part of the powder measure setup instructions was copied from the old model where the casemouth was already belled? And turning down the measure further would have caused mechanical damage?
