Danny, (couldn't resist!!) the answer is "yes and no". It has a miniscule rim projecting from the head size, and also has a considerable extractor groove too! I really don't know what considerations made the Japanese leave the vestigial rim on this case!!
I just read the chuckhawks history! Interesting!! One thing he did not mention. The Soviets, between WWI and WWII, developed a semiauto military rifle using the 6.5X50 Arisaka cartridge. The rifle was designed by Simonov, who later on designed the SKS! It is said the reason he used the Japanese cartridge is because it was shorter/lighter and gave less recoil (faster follow-up shots) than the full-size 7.62X54R Russsian service round. Maybe Simonov was starting to think along the lines of some kind of assault rifle, but wasn't quite there yet!!
