Powder. Powder moves groups all over the place. Seating depth tightens up an already promising load, or is used when other fixes fail to get a rifle to shoot as well as it should. IMHO.

My experience in BR has been exactly opposite, I can be +/- .2-.3 on the charge and not shoot the difference but when I seat .030 too deep, it all goes to h*ll in a handbasket! Just my .02 worth... Hank

I say get your charge right first and then mess with the seating depth. As stated, .2 grains won't make much of any difference, however the type of powder used is extremely important and for me, I have seen a big difference when varying charge .5 grains and more. There is a sweat spot with the seating depth, and seating depth should be measured with your bullet comparator.
